SPRINGFIELD – State Senator Christopher Belt introduced a measure that would give drivers more flexibility when renewing their vehicle registrations while still complying with state emissions testing requirements.

“Right now, people are losing their jobs because they can’t legally drive over a failed emissions test,” said Belt (D-Swansea). “No one should be shut out of work or an opportunity because of a policy that isn’t even enforced consistently across the state.”

Under current Illinois law, motorists in certain parts of certain counties, including Cook County, DuPage County, Lake County, Kane County, Kendall County, McHenry County, Will County, as well as Madison County, Monroe County and St. Clair County, must provide proof of a completed and passed emissions test before renewing their vehicle registration. This requirement can create significant hardship for individuals who fail an initial test, are waiting on repairs or are temporarily living in another part of Illinois where emissions testing is not required.

Senate Bill 3408 would allow a vehicle owner subject to emissions testing requirements to renew their registration before completing the inspection, provided the owner agrees to complete the emissions test and submit proof within six months of renewal. The legislation is designed to give drivers additional time to make necessary repairs if their vehicle does not pass the original test.
